Talon Construction has quickly established itself as one of the truly professional home improvement contractors in the Frederick area, and as a contributing member of the Frederick business community. Specializing in residential construction services (new custom homes, additions and major renovations), and light commercial tenant fit-out construction, Talon Construction, Inc. partners Robert J. DeIuliis, David B. Ivkovich, and Paul F. Rosner have been acquainted for 30+ years, and have all been actively involved in the construction industry for the last 2 decades.

Bob DeIuliis received his degree in Electro-Mechanical Technology in 1981; founded Brandon Construction Corporation in 1989, and served as president of the organization for 13 years. As President of Brandon Construction, he served the residential and commercial general contracting needs of the greater Washington D.C. area as an award winning general contractor. Among his many accomplishments, his company was the proud recipient of ABC’s Excellence in Construction Award, Certificate of Merit, a distinction bestowed upon them for a 25,000 square foot estate residence completed in 1999.

David B. Ivkovich graduated from the University of Maryland in 1982 with a BS in Political Science. He immediately enlisted and served for 4 years as an officer in the United States Marine Corps. Mr. Ivkovich is a highly decorated veteran of both the 1991 Gulf War, and the 2003 Iraqi Freedom campaigns. David continues to serve his country today as an officer (Major) in the US Marine Corps Reserves. David co-founded David Paul General Contractors in 1987, and was sole founder of Frederick Commercial Interiors, serving the commercial tenant renovation needs of the Frederick business community.

Paul F. Rosner was co-founder of David-Paul General Contractors (Frederick), and sole proprietor of Paul Rosner Contracting (Frederick). Paul has been actively involved in the construction industry for his entire working career, with excellent references in the Frederick market place for his talents in both commercial and residential construction. Although highly capable in both commercial and residential environments, Paul has a special affection for the upscale residential side of the business, finding it more interesting and challenging than the commercial side. Paul is particularly fond of residential additions and major renovation projects, affording him the opportunity to exhibit his exceptional project management and industry skills and knowledge.
